CITB is the Industry Training Board for construction sector in Great Britain. It supports and encourages construction related employees by providing required skills to work safely and efficiently. CITB provides a standard which when followed by an employee gives the employer in the construction industry an assurance that they're more eligible to work in the construction environment than others.

Formally known as Health, Safety & Environment (HS&E) Test and informally as CITB Test or test for CSCS Card. As it name defines, this test assures the employer that the construction worker is going to execute there tasks safely in a working environment.

Candidate has to answer 50 questions in 45 minutes. There are three types of HS&E test:

  • Operatives
  • Specialists
  • Managers and Professionals

About the Operatives HS&E test

The Operatives test is a basic level test for a worker which checks whether they have an awareness of health, safety and environmental before going on site. This test covers the five core knowledge areas including legal and management, health and welfare, general safety, high risk activities, and environment. Also, Behavioural case studies are used in the test to check a candidate's understanding of health, safety and environmental issues, and how to behave safely on-site.

About the Specialist HS&E tests

These tests include questions about the five core knowledge areas as well as relevant questions in the chosen specialist areas. The Specialists test can be taken in the following topics:

Candidate has to answer 50 questions in 45 minutes. There are three types of HS&E test:

  • supervisory (SUP)
  • demolition (DEM)
  • plumbing (JIB) (PLUM)
  • highway works (HIW)
  • specialist work at height (WAH)
  • lifts and escalators (LAEE)
  • tunnelling (TUNN)
  • HVACR - heating and plumbing services (HAPS)
  • HVACR - pipefitting and welding (PFW)
  • HVACR - ductwork (DUCT)
  • HVACR - refrigeration and air conditioning (RAAC)
  • HVACE - services and facilities maintenance (SAF)

About the Managers and Professionals test

This test covers the same five core areas but also includes questions on the following topics:

  • construction (design and management) regulations
  • demolition (DEM)
  • highway works.

Identification (ID) Requirements for HS&E Tests

Important information

All documents presented by the candidate as identification must:

  • be originals (no photocopies or digital copies – with exception of an e-Visa)
  • be in date (valid) at the time of being provided (not expired)
  • be in the candidate’s name (which must match the name on the test booking)*

*Candidates must provide additional evidence if their name has changed since the ID document was issued. This additional evidence must be original and show a clear link between the name shown on the candidate’s ID and their current name, such as a marriage or civil partnership certificate, a decree absolute or decree nisi papers or a deed poll.

Candidates will not be admitted for a test if the required forms of ID are not provided and the test fee will not be reimbursed.

Primary ID

Candidates must provide one form of Primary ID. The Primary ID must include the candidate’s:

  • full name
  • a recognisable photograph
  • signature (with exception of an e-Visa)

Choose one of the following:

If candidates do not have the required form of Primary ID, they may present two forms of Secondary ID.

This must include one from List A and one from List B.

List A

Must be valid and include the candidate’s name and a recognisable photograph

  • Non-UK/Non-EU Photocard Driving Licence
  • Passport without signature
  • European National Identity Card UK
  • CitizenCard or other proof of age card showing the PASS hologram
  • Young Scot Card showing the PASS hologram
  • CSCS card or CSCS Partner card showing the CSCS Logo (Hologram)
  • UK Armed Forces ID card
  • UK Armed Forces Veteran ID Card
  • UK Home Office Travel Document

List B

Must be valid and include the candidate’s name and signature

  • Credit Card
  • Debit Card
  • Paper Driving Licence (issued before 31 March 2000)

Other ID

HS&E Test ID Waiver Form

  • Only to be used in exceptional circumstances where the candidate cannot provide the required Primary or Secondary ID
  • The HS&E Test ID Waiver Form must include a countersigned photograph of the candidate and their signature

Under 16 Confirmation of Identification Form

  • Only to be used where the candidate is under 16 and cannot provide the required ID
  • This form must be completed together with the parental consent form and be signed by someone in a position of responsibility at the school or college that the candidate attends
